I'm pretty sure it does not work on matte surfaces. Well, it works in a way - the part done by T-cut will be shiny and not matte anymore. Potentially not a sought after result.

Scott, don't give up. Harder springs especially on this short suspension travel very often more comfortable than weaker ones. Right- i was quoted by YSS Europe € 90,75 + shipping for a set of springs for rear shocks. I wanted 46-12-22-200 springs but they only have 10-15. It's almost the price of a new set of shocks!
