Both my new 2019 and 437-mile 2018 sound about like that when turning the rear wheel by hand - maybe not quite as loud, but certainly not silent! There's no play or knocking when moving the wheel from side-to-side, though.

My 2016 PCX has made that noise since new. Still making it 12,000km later.

I've asked the service guys three times and each time they tell me there is no problem, it's normal. As they aren't backward in earning extra money, I'm happy to accept their word.

If it growls when you spin the back wheel backwards it is more than likely the clutch bearing.

Also note that the rear brake is a drum brake, and if your brake has worn down your wheel could wobble some. Have the brake shoes checked, and adjust them as needed.

There's a wear marker for the rear drum so fairly easy to see if the rear brakes are worn without taking things apart. There are youtube videos and probably guides here showing how to check.
