If that is the case ($1K over the MSRP) I think I might just go for a used one. What do you think are the acceptable mileage?

Mileage doesn't matter, condition does.
If the PCX gets properly maintained it will last pretty much indefinitely.
I wouldn't be put off by one with 50,000 miles on.
If the price was right...
Mine has 16,000 miles, runs like new but is cosmetically imperfect.

We bought a pair of them (2013s). $3500 (each) out the door, including state sales tax. We had to pay a small amount for title and registration (license plate) to our state when we registered the bikes. There are some dealers out there who are not sticking it to their customers. I sent an e-mail to several dealers, telling them I was ready to buy, asking for the OTD price. This dealer called me with the price, we did the deal over the phone. No fuss, an easy sale for them. A couple dealers didn't bother to respond. With the others, the prices varied from $300 over MSRP to nearly $1,000 over.

Just say this USED PCX150 for sale. What do you guys think about the price? ad:

Practically brand new 2013 Black Honda PCX 150 with only 390 miles on it. I have the title. No scratches, dents, dings or anything. Asking 3500. Scooter was purchased in January of 2013. Paid $4300

Any specific concerns i should make when I go and see the bike?

Buy it, you won't find a newish 150 in CA any cheaper ;)

I think the bike is probably scheduled for an oil change and some minor maintanence at 400 miles right? Probably between 100-200 to get that taken care of. I think I am going to offer $3300 for the bike. Does everyone think that is an reasonable price?

600 miles is first service. I would have paid 3500 in SF if it was for sale back in October.
I'm about two hours south of SF, you should buy it before it slips away...

We paid 2900 for new 2011 PCX125 & 3400 for new 2013 PCX150 in Ohio.

3400 was a very good price. We paid 2990 euros (3900 USD) for ours, 2013 PCX150, including the topcase support and inicial registration.
