Four decades on two wheels has taught me nothing, all advice given is guaranteed to be wrong
Re: Daytime Riding with High Beam?
The fact is accidents happen everyday, doesn't matter scooter, car, or truck. There's a certain percentage of people on the road that just don't pay attention. I don't know about the rest of the world, but in the US if you're on 2 wheels your headlight must be on at all times. Running with your high beams on might only slightly increase the awareness to those around you that are not paying attention, but anytime you're more visable is a good thing. I know when I'm in my car, a bike with it's brights on whether coming or going immediately sticks out.

Well Mel I don't think any amount of light would have helped in my accident either. She was turning out of a parking lot, never stoped and I don't think she even look in my direction.
