I would try a plastic polish such as this:

There are 3 types of this for 3 different degrees of scratch. When I dropped my Burgman 400 I used this kit to polish out the scratches. It took a lot of polishing but eventually you could hardly see the scratches. Considering the kit is less than $10 it wouldn't hurt to try. If this doesn't work you may have to just spot paint it or buy a new panel. The panels do not have a thick coat of paint but the scratches look like you might be able to buff them.

Buy a new panel or....
Put decals/stickers over it. Sticker-bomb the whole panel if the scratches are widespread, or....

Put a carbon look vinyl sticker on those triangular sections.

After you factor in time, effort and paint etc it works out cheapest and best to just buy a new panel online.

Get a smart repair done. I'm not sure where your based but in the UK there are guys that are set up to do minor paintwork repairs on cars so they might do bikes as well. One company is Chips away but there are many others.
They are mobile and would come to your house or workplace.
