I have a service manual. Got one in the US shortly before it got nicked.
The steering lock was engaged. Am I correct in thinking they would have to have broken that in order to use the steering wheel?

What do you mean by start stop? If you mean the idle stop switch, as mentioned I tried turning that off. Problem only went away temporarily.
