The PCX is excellent for lane splitting in California. I think you'll be able to ride it without upgrading it. If you have to go home during the day when the traffic is lighter, just stick in the right lane but you won't be holding up traffic. I'd consider a Grom as well which has a bit of a lower t...

The Forza should top out over 85 mph easy with a 200 lb rider. I think your expectations are reasonable, 60-70 with throttle to spare to pass people or get out of hairy situations.

Someone can cut through 10mm of hardened steel with an angle grinder in 10 seconds. You can secure your bike all you want, a determined thief is going to get it. I traveled Canada on a 300. Mind you with a 6 speed rather than a CVT but still, never felt short on power.

I got an anti-fog insert for my HJC CL-17 at a local dealer for $20 and it's the best thing ever. I'm cheap too but I'll take safety over saving money.

The Reflex is old and the Forza is underpowered. If you plan on riding any distance I would get a Burgman 400 ABS at the least. 95% of my riding is commuting and thus my prefered weight limit is 425lb. The Burgman 400 is expensive and close to 500lb and at that weight, I'd rather ride a V-Strom 650...
