That's not a common failure on the PCX. Have you hit a lot of potholes, or do you ride offroads? I put over 10k on my first PCX, including a bunch of offroad and city riding and never had an issue with the bearings on the steering stem. Where are you looking at parts? Everyone's got their own opinions on how much/little things should be checked. Honda advises you check the tire pressure every ride. GN2 chooses not to. I'm sure the truth lies somewhere inbetween.

It could be an issue with the emissions system, specifically your gas cap or evap system. Next time it happens, open the gas cap and see if it sucks air hard when you do.

Not starting in the cold is almost always a battery issue. I know I'm beating a dead horse with how many people have said that, but I have experienced it firsthand with a couple of my cars, won't start at 0700, but will start fine at 1700 after work when it's 20F warmer.
