I have both. I think for your needs, the PCX 150 is sufficient. If 55-60 MPH is what you're looking to top out at, you really don't need the larger bike. The mileage is closer to 100 MPG rather than 65 MPG (for the Forza), the bike is lighter and tighter on surface streets. There are a number of aft...

Saw a Piaggio 500 in a parking lot, the other night. It was a funny looking duck. I assumed that it didn't lean, but looking at the pix on their website, it appears they do. It's still a funny duck. I would imagine that in CA you would not need an M1 or M2 license.

I really like the black. My PCX is black and it's beautiful. My Forza is RED! I mean, it's REALLY RED!. The PCX red was deep with metal flake. The Forza is RED! Love the bike, but I wish we could have the option for more colors.

the Forza seat is quite wide -- much wider than the PCX seat. Before risking the balance, the ride, and the safety, I would look at a lower narrower seat. There has to be a shop that can do that mod -- and it'll probably be cheaper.

Yesterday, I put them back on the Forza -- they do NOT fit as well as they did on the PCX. They work, and they're stable, but they are a much better fit on the PCX. I didn't need them, so I took them off for today's ride, but I'll post pix one of these days.

Elsewhere, I have a thread with my combination saddlebags and top bag. The top bag does snap off too easy, but the saddlebags are strapped under the locked seat. That said, however, my "high-viz, armoured jacket" easily fits inside the trunk, with my helmet hanging on the strap on the hook...

there are lots of options you could do if you don't want to spend that much for the top box.
Look at the accessory section of the PCX section and you'll see several brands of tank bags, tunnel bags, saddlebags, etc.
