I'm looking at purchasing one in Australia (where I live) but as a learner it has to meet certain requirements and I can't seem to find this exact info anywhere.... Figured I would ask a group most likely to know!

You can work it out from the published specs, according to Honda's Italian website the PCX150 weighs 130kg (fully fueled ready to go) and the engine is rated at 10kw.

Alesia, you can ride any LAMS approved bike up to 600cc as a learner in Oz. Look up any scooter or motorcycle ads and if it says LAMS approved it's fine.
The PCX is at the bottom of the power range allowed so you don't have any worries. I know because that's how I got my licence, on my PCX. If you wished you could also get a Forza, but that would only be half the fun, because it's bigger and heavier.
