You would push one end of the cable loop end through your old school helmet 'D' ring, fold it and hook both cabled ends onto the hook under your seat, then lock the seat down. I guess some helmets didn't have long enough chin straps so this extends the drop a little so you can secure a passenger helmet.

My helmet doesn't even use old school 'D' ring type chin straps rather it just has a push lock and release system.

Yeah my helmet isn't a D- strap either, it's push and lock just like you say
