Personally, I never got blinded by high beams during the daytime. Only at night do they present a problem and mainly on two lane undivided highways. I think its a good idea to keep that bike as visible as possible and to those that find a bright headlight from a passing motorbike annoying (during daytime) should consider the other guy's safety concern. I sometimes think folks are too finicky and get pissed off too easily. I agree with Texas and their safety requirements.
