i wouldn't call this lane spitting, just a moron going way to fast and it seems, in a state that does not allow it.
In the UK you are allowed to lane split but only on certain conditions, such as slow moving traffic and never past the lead car on a zig-zag such as found on crossings and traffic lights but most riders just filter on and past the zig-zag as they can't bare to wait a few seconds - illegal (it's clearly documented in the highway code you cannot do this) and if your caught instant points (or a warning if the police are nice that day).
Most motorbike/scooter riders also stop in the 'cycle box' at junctions which is again illegal. No wonder other motorists get peaved when they see this going on, which helps make them hate all riders.

Hardly extreme but the guy in the Audi was a bit of a prawn. Where was the PCX with the "tuned" variator in all this? Putting on her dayglo?
