It is a safety feature. If you are not smart enough to get the fuel in then you should't be riding!
Just kidding but I had an elderly friend who could not start his car because he had forgotten he had to have his foot on the brake to turn the key.
He was at the beginnings of Alzheimers. Later he did start his car and I had to jump on my scooter to track him down. Sad case.
Try jiggling the key, the bars and the fuel flap door. Gently tap on everything also.
Is the 2018 a mechanical system like the earlier 2014's?

push the flap down slightly as you press the switch .....the dirt/grime '' gremlins are everywhere in this weather and can make these catches stick a bit

Had the opposite problem with mine, it wouldn't stay shut.
Jammed cardboard in the latch and that did the trick.
+1 on the wiggle and jiggle to open reluctant flaps...

I carry a pocket knife just for that possibility. Sometimes the mechanical switch works but the door sticks. A thin screwdriver will also work. Push the fuel button while gently prying the door up.
If that does not work you may end up taking the plastic off that holds the fuel door and spraying some wd40 in/on the cable.

Do you have the keyless dongle in you pocket and does it have working batteries? Does it have a fuel button?
I did not know it was very new, call your dealer.

Press the fuel flap button and at the same time press the plastic behind the hinge of the flap, it will open a few times then stop again.
