Handlebar alignment

Before I get the tools out and start playing, has anyone had any experience with aligning the bars, if it's even possible? The clamps are not at 90deg when going straight. Not sure how or when it happened or if I just never noticed it, but it's bothering me now. If anyone knows a fix for this other than riding with my left eye shut, let me know. Thanks!

Mine were 4 degree's off when I rode off from a garage (front tyre change, had them do it again as they did not fit the tyre I ordered and paid for, just some cheap crap). Very hard to ride as you are constantly fighting things and the bike wobbles - very dangerous. Never liked this garage and won't use them again - crooks.

Took it the next morning to my normal place where I get the MOT done - they sorted it for free and it's been fine since. They did not need to take anything off the bike to get to what they needed to adjust, or I assume so as they did it very quickly.

Stand in front of the bike. Grip the front wheel with your legs. Hold the handlebars and bend to correct.

Could it just be that the forks and wheel are not straight? Maybe loosen the front wheel and try and straighten everything?

If you can rotate the handlebars that easily, I'd have no confidence they are fit to ride with.
