Extra bolts and nuts

Hello,
I purchased a none running PCX and when I got it, all the plastics were off already. The bike had an electrical issue (cut wire from the ignition to the starter button). Once the wire was connected the bike fired right up. I did not remove any mechanical parts. I tried following a parts diagram for putting it back together but still I am left with a few screws and nut/washer. The screws are too small to fit inside the nuts.
The screws are a larger diameter then the usual plastic screws so I am thinking they are for something other then plastics. 2 of the screws are tapped. 4 screws are not tapped. See image bellow.
The nut and washer are 1 piece and the nut spins freely inside the washer. 3 of these total. Two of these nuts could be for the license plate? See image bellow.
Any help would be appreciated!
