Black cat I don't know how you state is but here is what we must do: notarized title, notarized bill of sale, and the scooter. Usually you can't register at dmv until you have insurance on it

I moved from NY just under 2 years ago. You will need:
1) Title (signed off on the back by the previous owner
2) Proof of insurance
3) Bill of sale, but possibly not. If I recall correctly, you declare on one of the DMV forms how much you paid. If they question the amount you will need a bill of sale then. But even with a bill of sale, if it is not a gift from a relative they can still place what they feel is a fair market value on it and charge you the tax on that amount.

Most states require color, VIN, mileage, Brand, model, year on the bill of sale and to bring the scooter down for inspection (verify the vehicle) at the time of title app.
There should be a DMV site for your state on the web with a list of the requirements or you could just call your local DMV (or some trooper offices).

Your best bet is to contact your local DMV / County Clerks office, or even visit their website.

If you have the three things I listed above, you will be more than okay. All of the necessary information about the vehicle is on the title. including if there are any liens on it.
