Yes, it is Songkran, which is the Thai New Year's celebration. The whole country shuts down for at least the 3 official days of the holiday, with many places shutting down for the whole week. The official days are annually on April 13-15.

Water is spiritually significant in Thailand, thus, this has become a water festival. Google 'Thai New Years Water Fight' and you will find lots on it.

If you go out anywhere in public, you are likely to get soaked to the bone with having water splashed on you. The water that is on the street in the video is just from the people standing on the sides of the road, throwing it at passersby, including people in non air-conditioned buses with the windows down. Basically, if you don't want to get wet, then don't go outside.

The white chalk/paste they spread on each other originated in the chalk used by monks to mark blessings. It kind of symbolizes the removing of previous sins.

Very interesting traffic pattern.... sort of like every vehicle for itself. I have no idea how they get around considering everyone just drives wherever they want to. Then, to have water thrown at you while trying to negotiate the tight traffic.... sort of like swimming upstream.

That might be putting it mildly Mel. It certainly can be an adventure sometimes. I chose to park my bike and stay inside this year.

When I saw this, I was glad I only have to deal with London city traffic and idiots who don't know how to drive - feel safe in comparison to riding in areas such as in this video.
