What is this thing?

I noticed this while riding the other day. It is a piece if rubber hanging down below the seat on the left side. Does anyone know what this is? The only recent maintenance was having the fuel pump warranty performed. I plan to run it by the shop soon, but I wanted to check here first in case it can save me a trip.

Its probably a flap to stop dirt or seal something.
Look for a hole the bulb thing pushes into.

It's the mud flap like others have said the bulb thing pushes into a hole to hold it in place it should be rotated 90 degrees.
