I have been using sets of these Eclipse bags on various bikes for twenty years. Great deal at $70 USD, and fit easily in a suitcase.

Like all soft sidebags, they are designed to hang down from the seat. With the grab rail on the PCX, you will have to do some modifications.
There are 2 cross straps that go under the seat - I had to extend the front one because of the body width. I also put some soft rubber pads under the adjustment buckles as well as protective clear tape.
There is a back strap to keep the bags from sliding forward. There are also front staps - they furnish buckles on a metal strap to be anchored to the frame. I salvaged the buckles, and made an extra strap that goes under the nose of the seat.
