The gear? Maybe they think it will burst into flames or something, or that the "rider" needs a supply of nitrous oxide to keep his sense of humor intact during the seriously boring task he is engaged in.

To answer the riginal question, I'm going to guess from the hoses and such that they're testing for some sort of feedback. It would help to have the original YouTube page for clues.

The state of his attire may simply be due to the gear they are testing. If they are only testing the jacket and helmet, there's no need for other riding gear. If the bike is properly strapped to the synopsis, safety gear isn't an issue.
