I'm not sure about this, but it has a certain beauty. I know I can get a new filter for less than 45--more like 16$--but this guy may have something.

Air filter mod?

I used to replace my smaller 110 ccs motorcycles filters with 3M sponges,so theoretically that would work. That will allow more air in though. The ECU might compensate by adding more fuel to the A/F mixture, which might increase fuel consumption. (Im not sure though)
And by the looks of it, it might not be a good as a filter of small dusts like the OEM filter.
But my 110cc is still running. 10 years and counting. So yeah, why not?

The way he does it, it is certain that it will leak dust around the edges into the intake. I can imagine ways to do it properly - but this way no thank you.
