It is only 5 years old?? Down South there are a few of those original ones here and there on back roads. In fact, there is one a Stone Mountain that was moved there many years ago as a tourist attraction. It isn't wide enough for two-way traffic, so many of those are becoming pedestrian bridges, though I have ridden through one or two of them on some small back country roads here in Georgia... don't ask me where. I can't remember.

Did they cover them to protect the “road” surface,or for some other reason?

Back in the horse and buggy days travelers would get caught in the rain quite a bit. The covered bridge gave them a place to stop during heavy rain, or on really hot summer days it was cool shade because it usually was over a stream that had a breeze. That's the Southern reasons for them.

Also, the original bridges had wooden planks for flooring, not pavement.

Originally to calm carriage horses, I think.
This new one is purely decorative built with communty $ and with a large private grant. It crosses a bike path....which are now constructed on old rail line throughways.
About 1/2 mile away is a real one, accessible now only on foot. Was originally a stage crossing of a creek.
Local legend is that Daniel Boone escaped from an indian war party by jumping a local gorge. I've seen the gorge.....it would take some big indians to make me attempt that leap!

I vaguely remember a film called Bridges of Madison County, due to Hollywood etc, a lot of the USA seems so familiar, I recall fondly the old style westerns when the good guys won, not like that anymore.

The good guys still win. The problem is perception.
Everybody believes that they are the good guys, even the Orth Korean nutjob.
