thanks guys. the Italian tune-up and some fresh gas seems to have sorted it.
maybe it was old winter gas or not being ridden much over the cold months.

No, they go on over the bar ends. The bar ends do not go through them if that what you mean? You cut the zip ties to remove them for summer and use new zip ties in the fall.

Well, I just checked the Thai owners manual and that has valve inspection at 600, 2.5K, 5K, every service basically. the PCX is an extremely common vehicle here and the honda shop mechanics deal with a gazillion of them. they never check the valves on these here in japan unless there is some reason to think it needs to be done.
