It's funny. My PCX has a sidestand safety like so many of my bikes have had. My Victory High Ball has neither a side stand (kickstand) safety switch
or a fork lock or a helmet lock.
Safety......safety.....Just ride!

The manual shows the exact spot you are referring to. There's a blown up detail of that area that shown the tab on the body cover with NO fastener thru it, there is however a rubber cone plug thruthe frame directly behind the tab that it rests against. I also went out and looked at my PCX and it's exaclty like the diagram. So, it seems your scoot is correctly assembled.
I can send you a copy of the service manual page if you like, just need an email.

I keep thinking something needs to tie this tab to that rubber cone. Seems odd doesn't it to have this tab with a hole in it just flapping in the breeze?

Well, apparently the tab is used in other countries for alternate designs based on regulations likely, but they obviously use the same panels. That's pretty common practice in the engineering community to save on additional parts and tooling cost. The rubber plug under the tab appears to keep the tab from vibrating and making noise is my guess.
I'll scan the page for you tonite and email it to you. FYI, if you decide to purchase a service manual, you can get one here http://www.repairmanual.com/online/offi ... l-61kwn00/. Very handy, especially to do periodic service, and way cheaper than a dealer.

Just finished up replacing the entire right side of my PCX yesterday.
