Melting Plastic smell....
I'm assuming that it's just the Exhaust guard, right?

Mine had a distinctive smell - wouldn't call it "burning plastic" though - more of a "hot paint" one. Even after over 2 years and 31,000km there are still smells that come off it after a ride - mostly from the rear tyre / muffler area. In your case it's possibly just muffler paint at a guess. If it's not getting any worse and doesn't occur before the engine is started (ie isn't electrical) I probably wouldn't worry too much about it.

Maybe you ran over a bag or something plastic and it stuck to your exhaust and melting.

Is your PCX new? If so, don't worry about it at all until you've put a couple hundred miles on it.
Your muffler guard shouldn't melt. The paint is a type that is made to resist heat, but the smell may change here or there. Check inside the fenders too.
The idea of looking for a shopping bag that got caught up in there somewhere is a good one. If it's not something like that, I wouldn't worry about it.

One day I jauntily tossed my jacket over the seat, and found later that my zipper didn't look so good anymore...

I think your right. My 2016 PCX has the similar burning smell, very weird smell even after 5K miles.
I was quite concerned, but now that I see this post not concerned any more.
