Hello,
I 'am not sure if this where I should ask this. I have a 2018 with less than 100 miles . I noticed when it is idling the dash flickers along with the lights as soon as it is revved up it is ok . I don't know if this is normal or not. I wouldn't think there would be a problem on a scooter this new .

This is only a guess, but back in the old days the motorcycle did not have a battery and instead used a magneto. When the bike idled the lights would flicker. The PCX doesn't have a magneto but could be wired in such a way that the starter, which is also the alternator, handles the lights, in which case the lights would flicker while it idles.

The lights should never flicker, if its still under warranty take it back and have them sort it.
Four decades on two wheels has taught me nothing, all advice given is guaranteed to be wrong

Mine have always flicked when first started. Then they settle down to constant, almost as though there were a capacitor inline that needed to be charged up.

I probably has nothing to do with your bike, but I also have a Honda lawn mower with an electric starter. It has to be pulled the first time because it IS charging a capacitor. Capacitors bleed out after awhile of non-use, so I have to pull start it one time each time I cut the grass. That is what made me thing that maybe the bike is the same way. If it has LED lights it does not need that extra circuit. I just noticed that yours is an LED model, so I would take it to the shop and ask them.

As GN2 stated, no way LED lights on a recent model of PCX nor the dash should flicker when started or any time when riding - either the battery is faulty or there is some electrical fault. The dealer should sort this or write to Honda and complain if no joy from the dealer.

Thank You for the response. I think I might have panicked a little bit. I took it out for about a 10 mile ride after that everything seems ok now. maybe it just needed to be ran .

It could also be that the battery was a little low. I also notice that my dash lights flicker when I start the bike.
I think you are ok.
