I note from your photos the K&N filter was fitted taken directly from the box yet you mention later it can be oiled.
Question 1: Is the filter pre-oil when taken directly from the box?
Question 2: How many kilometres can an oiled filter be used before it needs to be washed and reoiled?

1. Yes, it is preoiled.
2. Follow the factory maintenance guidelines (every 10k miles). For reference, here is the full maintenance interval list: http://hondapcx.org/viewtopic.php?f=15&t=323

What is the part number for the filter?
Re: How-To: Install a K&N Air Filter / Replace Your Air Filt
Depends what PCX you have, the new esp model has a different airfilter.
The original model's airfilter is 17210-KWN-900

I have a 2013 PCX 150 but I already have 4500 miles so I would like to have it on hand when it needs to be replaced.
Re: How-To: Install a K&N Air Filter / Replace Your Air Filt
Then the part I linked to is no use to you.
It doesn't need replaced till 10,000 miles so you've got plenty time to find one.
