(question cross-posted in other forum)
I have recently bought a fifth-hand Honda SH300, first registered 2008, that has done about 25,000 miles. The bike runs fine, acceleration good, except at low speed (0 to 10 miles per hour), there is a fair amount of vibration felt in the whole bike. Above 15mph I feel only a slight “buzzing” from the bike. Is this vibration from pulling away normal for a scooter or could some bearing or belt in the CVT be starting to wear or something else needs replacing?

Sounds like the drive belt may need replacing as well as a good clean of the driving/driven faces. If the drive belt has already been replaced, it still sounds like a good clean of the faces is required.

My bet is on the 3 clutch shoes and the clutch housing bell, as others mentioned you need to open the CVT and inspect everything, then you will know for sure....
