2019 Honda PCX150/A troubleshooting Deceleration

So I bought my 2019 Honda pcx 150 and recently did the first oil change at 625 miles now it's a little over 700 miles and after riding it all of a sudden it maxes out at 57mph instead of the 63? Like once it hits around 57-60 for awhile it'll start to decelerate down while I'm still giving it throttle? Any suggestions

You could have put too much oil. Did you measure it or did you use the dipstick? What weight oil did you use?
