The PCX isn't restricted, it was designed from the outset to run at 100kph max.
If you want to go faster you'll need to spend money.
(best to spend it on a bigger scooter)

is there any sort of restrictors in the exhaust when i hit about 65 - 67 mph the power seems to cut out or lag for a few seconds then kick back in!

Is'nt that how a rev limiter works? By cutting off fuel above a certain RPM and then turning on the fuel after the RPMs drop below a certain point?
I'm still breaking mine in so I don't know how this scooter behaves when you max out at top speed, but I have heard it described similarly.

Why? Even if the bike was restricted in some way you'd be limited by the pathetic amount of HP, the aerodynamics and the rolling resistance. You're never going to cut the mustard on the salt flats

Yeaah if I wanted ridiculous speeds id buy an r1 or a ninja I want a bit more top end speed with out spendin to much money

I think the general answer is theres no point, it will feel like your running it near 100% if you want top speed whereas a bigger bike will run it at say 30-40% and not feel any strain at those speeds.
a 250-400cc bike will you want you want but again no point in swapping the engines out.

Back on topic, the rev limiter / speed limiter is on the ECU. You could replace the ECU, but the engine just doesn't have the power to go any faster.
There is no limiter plate, or washer restricting the exhaust, or any magic fairy dust that will make the stock bike go faster. You have to replace drive components (losing acceleration with possibly no gains) or engine components (costly, but will deliver results).

I actually came across a site that showed the pcx being raced. I think it was in Japan. I was surprised.

the PCX is what it is. it isnt designed to cruise near redline as that would be in conflict with hondas tradition of longevity. this is why its restricted below the engines full potential, IMO.
