Not sure myself, but i got reflective rimtape that would make me more visible in car headlights at night. Maybe if they are that could be an option for you. I suppose you could just go to a police station and ask maybe?

You could try these blue ones: http://www.amazon.co.uk/Long-Wheel-Valv ... B002P7YJB2 They might make car drivers think there was an emergency services vehicle coming and clear a path for you when you're filtering
I doubt you would get busted for using valve lights. You might get stopped and told to take them off by one copper but not the next. I think there was a change in the law recently to stop all those lights that people put under their cars but I can't be certain.
Riding at a certain speed might also have the affect of inducing a fit in anyone who sees them as the lights pass behind front forks/mud guard etc. and produce a strobe effect, but this is unlikely.
I should point out that I'm not a lawyer so if you end up giving everyone a fit and then get arrested for having bulbs on your wheels it's not my fault

Any lights on your vehicle that aren't complient with the Law (clear front, red rear/Brake, amber/orange indicators) and you could be asking for trouble, it only takes one of her majestys finest police officers to be having a rare off day and you could be getting points and a fine.
However I can't see too many being that fussed, as anything that makes you more visible and less likely to be in an accident has to be a good thing.
