Strange cutout

Strange cutout
Okay, I've had my PCX 150 since June 2013 and never paid any attention to or looked here, but does anyone know why there is a hole cut out here?
Could that be for the alarm system for the non U.S. models?

Its the sight aperture for checking the combi brake reservor fluid level.
Four decades on two wheels has taught me nothing, all advice given is guaranteed to be wrong
