Sound coming from scooter

There is a sound coming from the scooter that is normal. When you first turn on the ignition you hear a sound and the speedometer goes from0 to 100 and back. I always thought that sound was coming from the speedometer, however I recently flipped the emergency stop/kill switch off and back on and I heard the sound, but the speedometer didn't move. Is that the fuel pump pressuring up?

if you happen to try and start it before it finishes pressurizing it will sputter till it catches up......i did it accidentally the other day..
