Its part of the swinging arm twin pivot link and its for deflecting rabbits and other small creatures to stop them getting tangled in the exhaust.

Comes in handy for a jackstand on PCX if its what I think... can't really see.

I always thought it was so they could put the kickstand on either side.

Yes a tie down bracket I think it is.
I find it useful for attaching a padlock & chain to, which in turn is secured to a ground anchor, when scooter is stored in garage.
