I am probably not a good case study as I bought both bikes used.

I bought the Majesty this past summer and only put about 75 miles (120 kms) on it before I had to store it for the winter and come back to Thailand for work. It only has 4,100 miles (6,500 kms) on it and has been ridden mostly on open country roads, so the pads are in good shape.

My PCX only has 16,500 kms (10,000 miles) on it. I changed the pads at 12,000 kms (7,500), although they didn't really need it, but I was having some other work done (mods), so rather than pay labour twice, I had the shop change the pads. It has been ridden exclusively in the city, and the pads are still very good.

My Forza's FRONT ones still had 50% left at 13,000km (with the rears weared out).
I'd sure like to hear from other PCX owners, to compare with. I had never paid much attention to
pad wear on my previous bikes, but it looks like an issue on many small wheel scooters...
