It's the CBS Brake System Fluid Level Inspection Point.
See if your Owner's Manual offers any suggestions on how to perform the inspection or perhaps someone else can chime in here . . ..

Not on the European model, ABS only.
But on differents markets, you have the choice between ABS or CBS (combined brake)
So I guess the plastic panel has always the hole in case of CBS mounted
