21 owner here. I can confirm that it can hit around 65-67. There’s no way that you are hitting 85 on this thing unless you’re modifying it.

Assuming identical environmental conditions for calculating top speed, i.e.; weight, air pressure, fuel, temperature, humidity, etc.
or
Since the frontal area of the PCX lineage is roughly the same, just assume one machine is tested with different engines;
If 13.5hp (9918 watts) / 10.3 ft/lbs. propels 450lbs to 69mph,
then 16.1hp (11,931 watts) / 11.1 ft/lbs propels 450lbs to about 73 (if Honda has published the PCX's cd - I can't find it)
To achieve 85mph under relative conditions, then about 25.2hp (18,643 watts) would be needed.
