Resizing a Pic to Meet Avatar Requirements

I am somewhat of a novice at resizing pics except for the crop option I have in a photo editing program (PhotoSuite) I have. I would like to change my avatar to something that isn't so pixelated. I would be grateful if anyone could give me some "how-to's" regarding this or connect me to another thread if it has already been on this forum.
