My SH300 is 12 months old. In the picture you can see where the spring movement has worn the black paint off, and the exposed metal has rusted.
Would you say this is wear and tear or would you ask for a warranty replacement?

I would say its fair wear and tear.
Honda UK does not normally allow warranty claims for cosmetics.
A quick wipe with an oily rag and it'll be fine.
