That's a Honda Goldwing. The PCX doesn't have nearly the power for that. 
I'd imagine braking would be troublesome at speed, I doubt they could go over 25mph or so. Still very cool -- I could see how a configuration like that would be far more useful than a traditional tow truck in big cities.

Gn2 is curious too. Hence the skirt
