Or Hi Temp gasket paper, with a coat of Hi Temp Copper RTV on both sides.

23100-K04-931 shows in my 2014 service manual as the correct part number.
Mitsuboshi as the manufacturer.
Honda changes these numbers all the time, for many parts. Most likely as part suppliers change or specs are updated

I was under the impression that ALL Honda belts are made in Thailand NOT China... I am not in the west so do not know.
