Would it be a good idea to ask the dealership to change the drive belt before I take delivery, as the bike has 12,000 km on it?
And if yes, approximately how much would that cost?
Or, since we are on a graduated licensing system in Ontario, should I get it done just before I take my final test to get my full class M license? Part of the test requirements is a short hwy trip. Hwy speeds are 100 km per hour. I wouldn’t be able to take the test until next year at the earliest.

You could ask them for a full checklist of the items they checked before they deliver. Maybe the drive belt was one of those and they gave it a thumbs up.

Replace every 24k km according to most PCX manuals. Every 25.6k km for PCX 2019 US.
I plan to try to replace it myself when the time comes.
My 2015 PCX is at 15k km. Top speed now is about 110kmh on the dashboard. 2 years ago when it was about 5 months old, it was 114kmh dashboard, but 104kmh on a GPS app on my phone.I plan to try to replace it myself when the time comes.

This helps a lot, and puts it into perspective. I’m not planning on riding at top speed the majority of the time, but I need it to be able to when I take my M class exam.

At 7500 miles you have only lost about 4 mph off of the top end. Just ride it until close to final test time. Then decide. At some point you will need to do a GPS test of the speedometer to see how accurate it is, for your own benefit.
Most of the Honda bikes, from what I have experienced, are pretty close, though my PCX is now 5-7% off in the low range and gets more accurate as it moves toward 55 mph, where it is right on target. After I upgraded my variator and drive face it stayed accurate at the topend (now 75 mph).

The belt has to be measured to determine if it is still within the usable limits. The manual will specify the values.

My belt just felt "funny". A bit more lip at take-off. A bit more squeal. I had the shop replace it at around 9000 miles. Money under the bridge, but the scoot is working fine.
Given that you will want top speed sometime in the future, Sandy, I would wait for replacement.
